On December 12, 2001, the Canada-U.S. Smart Border Declaration was signed. This Declaration outlines a 30-point Action Plan, based on four pillars (Flow of People; Flow of Goods; Secure Infrastructure; Coordination/Information Sharing) to address security risks.

The Canada Customs and Revenue Agency (CCRA) is currently leading the action items for the following initiatives:

• Alternate Inspection Services (including NEXUS, CANPASS AIR, NEXUS AIR)
• Advance Passenger Information/Passenger Name Record
• Ferry Terminals (Marine Security)
• Harmonized Commercial Processing (FAST, Marine and Other Modes)
• Clearance Away from the Border (Land border and rail)
• Joint Facilities
• Customs Data Exchange (Canada/U.S.)
• Container Targeting at Seaports (Vancouver, Montreal, Halifax, Newark, Seattle/Tacoma)
